1. Introductiopn
On Stardate 239901.26, the Federation Council approved the motion of
allowing the construction of a Ferengi Trade Outpost in orbit of the
Federation planet Iru III.
Sadly however, three days earlier a USS Bismarck Away Team involuntarily
violated the Prime Directive by establishing a premature first contact
with an Iru III native race. Adding even more violations, on Stardate
239901.31,
a Jem'Hadar attack fighter crash landed on the planet's surface.
The Federation Council sees no reason to call off the Ferengi Outpost,
but
does insist that Starfleet deploys a Cultural Observation Team on the
planet
to monitor and observe the effects of the violations on the Iru III
native
race. A mission report for the Observation
Team's deployment is availabe.
2. Location
Situated in a region of space within Federation boundries, but outside
Ka'Leigh local space, Gamma Quadrant.
The Iru system is located 1.67 LY from the New Eden system and Deep
Space Orion. 8 planets are in orbit of a type G3 star. The Federation's
planet of interest is Iru III, only M class planet in the system, which
has 2 moons orbiting.
Iru III is barely a class M planet, having the regular oxygen/nitrogen
atmosphere, temperatures in the higher levels of the class M designation,
little to no water.
Sendimentary analysis also reveal Iru III to be a relatively young planet.
No fossil records have been found.
3. Species:
Little is known about the Iru III native species but the information
obtained from tricorders and observations made by the USS Bismarck Away
Team.
Tricorder scans
Confirmed is that the species are silicon based. Upon arrival to the
surface, initial tricorder scans showed a 'high organic signature' in
some of the surrounding rock. A more intense scan revealed the surface
composition to be completely organic, eminating what could only be described
as 'strange energy readings'.
Crew Observations
The USS Bismarck Away Team observed the species not to have displayed
any aggressive tendencies and rather shy. The physical appearence of
the species is described as 'stone pillars'. One subject is being estimated
to be 50cm tall, 10 cm in diameter. Another as reaching up to 300cm.
When they reveiled themselves, they appearded 'shimmery with obvious
crystaline striations, sparkling as it moves'. Later, after having received
more stimulae from the Away Team, the appearence completely transformed
to 'brilliantly colored and striated pattern, laced with crystaline
veins'.
On an intelligence level, the creatures have attempted to establish
communications through writing symbols in the sand. The symbols resemble
those of a culture several sectors away. Some symbols have been identified
as one for 'a molecule of diamant' another as 'Quarz'. It has been observed
the species shifted on a molecular level into the matter drawn in the
sand.
4.Violations
239901.24
Where as it is the professional opinion of some Bismarck Away Team members
that this species has obviously encountered off-world humanoid species,
the Prime Directive has been violated as the technological level of
this race has not yet been determined. USS Bismarck however had no knowledge
about the existance of these beings prior to contact.

A Jem'Hadar attack-fighter, commandeered by Cmdr Spartan upon his escape
from a Dominion Internment Camp crash-lands on the surface of Iru III.
Details have been filed as classified under Starfleet Security measures.
USS Bismarck however is working on a sollution to lift the wreck from
the surface and minimalise contamination of Iru III with off-world technology.
5. Solutions
Although the damage has been done and the federation Council stands
by it's decision to allow the Ferengi Outpost in orbit of Iru III, it
does stand by a number of measures ensuring proper Federation protocols
are being aintained.
First of these is the removal of all Federation and Dominion technology
on the surface. At current the inventory is made on 1 Starfleet Issue
Type II phaser, 1 Starfleet Issue Medical Tricorder and 1 Dominion Attack
Fighter craft.
As stated before, USS Bismarck is already working on lifting the Dominion
wreck off the surface. Later searches have to uncover the locations
of the Phaser, the Medical Tricorder and any debris the Attack Fighter
lost on it's atmospherical entry.
A Second measure is for Starfleet to install a
Cultural Observation Team to:
A) Learn
more about the species.
B) Observe and monitor the effects of the violation will have on the
natural develoment of the species.
Further
developments conserning this situation will be determined by the execution of these measures.
